I think you can modulate how much water passes per flush by choking back the stop screw.

Maybe it's just the camera angle, but it looks like the rough in has the water line a little too much to the right of the center-line.
I unclog a lot of toilets but never a urinal. I think I'd be scratching my head with that one.
