Do you need the wacky rig setup for this? If not, what other lures/rubbers/spoons could you use?

For this particular setup yes you need Wacky rig, if you want to troll trying using Spiker 2s, Kiruna spoons, i know that's not how you spell the spoon is called something like that and it usually works good at tunguska.
