Considering the name of the song, which is explicitly called the Outbreak Version(does this mean there's a 'normal' version?), the opening few seconds(which I've noted seem to have the sound of something getting slashed!), and how utterly broken the singer sounds at the very end, I've come to a conclusion about this song. I could be wrong about the story to it though, so correct me if I am! First off, it seems that something very traumatic was happening to the singer(loved ones being killed?), causing the intro to be how it is. Note that the only other Hymmnos with a similar intro is XaaaCi, which as we all know is very much a song of anguish and rage. This is further strengthened by the fact that this song is called the 'outbreak version', which implies nastiness happening. This could be taken to mean that the singer isn't in control of herself, and is rampaging blindly this is indicated by the occasional dubstep-like stylings and occasionally frantic pacing. And the ending? well, consider how it sounds like something's burning, and how the girl singing at the very end seems to be in some kind of shock(you can tell by the tone and wavering of her voice, heard around 7:10), she's come to and seen the scope of what she's done. I've got nothing for the triumphant-sounding part around 5:20, so if anyone wants to come forward and lend their own theories/interpretations(or even outright corrections!), then feel free!

There is a group called ARM or A Reyvateil's Melody (its a forum also) that does a thing called Cosmocrystal. cosmocrystal.areyvateilsmelody.com/ w11.zetaboards.com/Revatail_Hymmne/index/ (Contact ell for further info as he personally sells the CD's).
There are also a lot of independent artists who do it; you can find most of them on Niconico. One of the members of Stellatram, Hoimin, posts a lot of their hymns there.
Its a fan CD, its based off as far as I know fan created characters, you can see their bio's on Stellatram's page (if you can read Japanese). The way the music is done is still in the style of Ar Tonelico.
Its just came out but some fans I'm sure in afew months will translate, I'll post the links if/when I come across them. I'm not good at making lyric vids sadly.

I'm still knew to the lore of Ar Tonelico as a whole, but I feel like this personifies what happened to Mir in the first game
