No. Communist domination is a threat to the world. Communism killed millions of people in WW2 and afterwards. Mao (the first Communist leader of China) literally killed innocent Chinese farmers because of his hatred for capitalism.
China plans to dominate Africa in some ways the Europeans did to our ancestors. First they act like they're looking for good relations. Then when they know they have you tightly in their grasp, they make unexpected demands that come out ad troubling.

While some of its qualities are respectable, ie. technology, its soft power, etc. trying to contain China’s rise because it doesn’t want to be knocked off the pinnacle are not one of those qualities I admire. Countries should band together to help each other, not trying to outmaneuver each other.

When my ancestors came to Africa as part of the French colonial Empire, they did a lot of good.
My Great uncle was an engineer in the french army and built several roads, bridges, railroads, ports for sub-saharan africa. He also participated in the massive construction of schools everywhere in Africa. Others in the family worked in building "dispensaires" which basically were small pharmacy and vaccinated kids. France spent the equivalent of 5 times the Marshall Plan in 100 years for Africa.

We Chinese are definitely not doing charity in Africa. By investing tons of money to build infrastructures which can boost the local economy and benefit both Africans and Chinese companies, we can make a mutual success. We do this for making money for both sides, together, with the local. The west has been given centuries to do something good to Africa but they just kept African living in extreme poverty. That's being said, it's still up to Africans to make their own decision.

Once China establishes the Silk road with 21-century transport options, they will return to the power base they had 600 years ago. I'm betting they will be the number one world power 20 years from now. It's most likely why Xi removed the 10-year limit to his position as it will allow China to reach this goal.

The US would only own bases in the countries where they are at. Japan and Korea even pays half of its upkeep which is cheaper than fully funding their own defense so it works both ways. China, on the other hand WILL OWN all of the roads and infrastructure for which they are only after the benefit which eventually build their own naval bases rivaling the US knowingly that these countries under the debt trap can't pay them back as long as they keep their corrupt leaders happy with 'free' Chinese money.
Why not emulate the South Korean model for which that country worked their butts off to develop and eventually become an economic power house? South Korea and the African countries have the same GDP per capita in the 60's and now we know how that nation turned out to be.

America! what you really care how developing countries suffer.... just keep doing "America first". China is building infrastructure in poor developing countries with ridiculously low interest loans. Pusing more trades with them. Not imposing sanctions, not threatening if can't pay back loans immediately. We admired America, and still do in may parts ... but you really lost track... becoming a nationalist state!. China is doing great progress in every part, globalization, fair trade, environment and social care... yes, it's still not perfect but it is improving at astonishing speed.

There is a lot of hypocrisy in the West,
    1. When USA was afraid of an anthrax outbreak in 2001 they manufactured anthrax medication in violation of a patent owned by Bayer. Then when South Africa, India and other countries were worried about anti-retro-vials for HIV, the medicine was too expensive America was busy threatening them with sanctions if they produced a cheaper generic version of the drugs. Did you remember how the Americans discovered a medication for Ebola once an American citizen was infected. This was 40 days after the epidemic was discovered.
    2. When Rwanda wanted to develop a domestic textile industry they banned 2nd hand clothing and now the Americans want to throw Rwanda out of AGOA. It means Rwandans will be unable to sell vegetables and fruits to American unless they agree to wear 2nd hand clothing.
3.After European banks had lent Greece billions and couldn't repay Greece has been forced to sell its assets to Germany. German companies now own 15 airports and 1 port in Greece. They still want Greece to sell its post office, the power supply company, smaller ports along the coast and various Islands. The same thing they accuse China of doing.
When you deal with a Chinese they are direct we shall give you a loan to build a railway and you will repay with 2% interest for 25 years. When you deal with the West they tell you if you want a loan to build your railway you need to open your markets to ensure our farmers in America can sell their dairy and other products, we also want you allow our airline land in your airports. When dealing with the West they tell you that if you don't hold elections we will not give you money for a water project as if water and election are somehow co-related.

China wants America to pay the *Hundreds of trillions of dollars they owe to Africa over centuries of Slavery* , and colonization of India, and it cannot be let off the hook by print paper money as the US has done in the past. It has to be done in either RMB or Gold, (this is *the Fundamental difference between China and US* Pence was talking about.)

What U fail to realize is that chinese regime is reluctant to give freedom even to its own people. The oppression is unreal. Imagine if chinese regime gets control of all these 3rd world countries... it would b like north korea... mr Yu, I believe u r a smart person. U dont have to listen to me or other people.
