1.For blur effect you have to tap on the stickfigure first then go to Filters section there you can find blur below tint option,
2.To loop frames you need to tap on the frame and then you can find 'Repeat series of frame option '

also, no tweening use tweened frames 50% on frame options and smooth in smooth out, it works for me!

I have a tip it you want to make it smoothier, make the animation on 20-24 FPS, after you finishi it, change it to 60, and add the tweened frames on 2's (that one option that you can put 2 tweened frames at once) and then, you will have an 60 FPS animation

Don't worry, I don't have that RYT now but you can easily make it, just make some segments and make them stretchable then add polyfill
