Sweed is not part Ultra. Sure she comes from the same galaxy from Rution but he's not even an Ultraman until he met with Yuma. This logic is also absolutians who are NOT Ultramen but are still Giants that had a similar creation story. Zoffy from Shin Ultraman is technically not a "evil" ultra. Sure he is a antagonist in the story and was the one in the story to activate the Earth destroying Zetton, but he was acting off of logic and reason as he thought humanity was dangerous. He's like a high rank officer forced to carry out orders and his duty.
