This is done by giving the melody a strong presence (slower tempo and placing emphasis with select chords) and constant pseudo-rests(so that the listener is aware both when the melody is played, and then, aware when it suddenly stops, before continuing on again). Then you repeat this progression with the second half, but with more emphasis. From chorus 2 onwards, it's basic songwriting structure with chorus 2, down bridge, climax chorus, song ending.
