@37:23 The number on top of the self loop of super nodes are double that of the number of edges among the nodes that are represented by that super node, I think. And the weight of the edge between two supernodes seems to be the number of edges connecting the respective nodes of the two super nodes. I didn't understand what the confusion was about, exactly though.

This is the answer. It is because it is the sum of the internal degrees.
