Fortaleza is safer if you stick to the tourist areas. But that also limits you a lot compared to Rio. The coast around Fortaleza is real nice but not much happening. I really recommend visiting before making a decision

That's true both in terms of the city proper (11.8 million against 8.7 million) and in terms of the metro area (23 million against 21 million). Did you end up thinking fortaleza was safer than Rio? I was thinking of moving to ceara but maybe canoa quebrada or closer on the coast to fortaleza.
