    Sir, the phrase "by the time" shows the deadline of any action or event that has completed.
    It shows that the action will have completed before that time.
    It will have been evening by the time he leaves this please.
    It will have been evening by the time he reaches home.
    The game will have been started by the time he comes.
    Please help me to understand.

      You're right, the phrase "by the time" shows the deadline of any action or event that has completed and It shows that the action will have completed before that time.
      By the way, we should not make any sentence so complicated like "The game will have been started by the time he comes."
      Here we can easily say like "The game will be started by the time you come" instead of saying as above example.
