I cannot believe that people still cannot grasp his simple teachings. It is a playful phrase, NOT used literally, and it means that I have given sweets/candy and hugs and have nothing left to give you, all I have left is my tongue (used to speak my affection for you), so if you want that then eat it. His Holiness often misspeaks phrases in English and corrects himself - my own teacher has been teaching westerners for over 30 years but still has a translator on hand to check with.
The other thing to note about this incident is the timing of the press on it - one month after it happened - and it's coincidence with the enthronement in Mongolia of a senior Lama by His Holiness. The Chinese government were behind this story as they wish to control Tibetan Buddhism and resent the Tibetan diaspora led by His Holiness 'interfering' in religious matters either within their borders or in neighbouring countries like Mongolia.
