They committed atrocities including Mass shoutings, killing of civilians, including children, and the invasion itself was illegal. Just because an area is dominated by an ethnic group which is different from the country as a whole, that does not give pretext to invade or annex. If it did, then Hitler was justified in the annexations of Austria, the Sudetenland, and the polish corridor. Illegal invasions and annexations to get territory dominated by a particular ethnic group.
