I know this video is a year old, but carbs I've seen have the gasket on first, and then put the metering diaphragm on. Was that the issue here?

No somebody put wrong diaphragm on .it needs. The small tit and he put on the one with bigger tot in the middle of the diaphragm. Not Meny video s tell peaple that their two sizes.

Yep, I suspect it was. He was putting the diaphragm on first then the gasket when it really goes on the opposite way. Gasket first, then diaphragm then cover.

Great point, on the pump side of the carb you put the diafragm first and then the gasket but on the metering side, gasket goes first and then the diafragm.

good vid. but a step further= w correct diaph. on and 7 psi blow gently on hole .the amount u must blow to release pressure = the soft flexableness of diaph. an open hi jet and needle adjusted proper shows unrestricted hi .circuit. w all fuel out & pump on vac. & diaph. depressed = a good hi ck valve will leak off slowly due to lo jet air . if a fast / unresticted leakoff = def. hi. ck valve to let idle air into metering area pushing fuel out and cause fuel starve out @ idle only,ok at hi speed. thus u can ck a carb operation w/out any disassembly and see if diaph. is working ok. if hi ck vale is bad u must replace carb. w a purge bulb sys. plug press. line and use gauge on carb, purge nipple to test hi ck valve and hi circuit flow.

You had the wrong diaphragm on the carburetor.
