Just curious... Do you think that the rubber could have been heated with a hair dryer to make it expand and stretch a little?

Unlikely, I don't think silicone really softens too much with heat until it burns. Thats what makes it great for applications in moderately high temperatures.

What are your thoughts on the clear plastic license plate covers?

Thats weird. I'm in Ohio and my plate fit really well. Snuggly but it took about 30 maybe 45 seconds to get on.
