Subject :- Zero Standard of Rural Postal Services in India. As you know, India's 80% of population live in villages. But the postal services in rural areas quite zero standard. It is such that a post offices in an urban area works for full day, but on the other hand a post office in a rural area works for only four hours, despite the fact that two or three additional non-post office villages are attached with this rural post office. Every City or urban area has a post office but not every village has a post office. Urban post offices are separate and have well furnished buildings but rural post offices are premised in private homes. The urban area postal employees are permanent, but the rural area postal employees are temporary/part time. It is such that a post offices in an urban area all Business of Small Savings Paid commission to Agent, but on the other hand a post office in a rural area all Business of Small Savings without Paid any commission. Bonus of PLI Big for rich and Bonus of RPLI Low for poor. The GDS is Govt. of India’s sole representative in the Indian village… One doesn’t have to necessarily go stand on the border to serve one’s nation. Doing your work properly, with good devotion, is GDS contribution to the country. However, according to the India Post Annual Report 2016-2017 Expenditure on GDSs Rs.2900- crore .But income from GDSs Rs.2700- crore. So loss of GDSs Rs.200- crore. when the total loss of postal systam Rs.6000- crore. Salary of GDS App. 6000- PM. Despite the work, there is a call for non-work.This kind of disparity with the rural folk is unfair and unjust. During after independence, the department of post has registered tremendous progress in rural areas through huge network or extra departmental Post offices. In the rural areas which represents a population ratio of 74.20% the postal development is much more phenomenal. A total number of 2.7 lacks of Gramin Dak Sevaks are taking care of the postal needs of the population through 1,27,183 branch Post Offices without buildings. This represents 89.42% of total connectivity whereas the urban connectivity is about 10.58%. The statistical data for the past decades goes to demonstrate the vast growth of Rural Post Office and GDS staff. It is GDS who are actually running the country's postal services. ** It is illegal and extremely unfair labour practice to consider main workforce of the Postal Department providing 90% of Postal connectivity as "Extra Departmental". The whole system of maintaining lakhs of workers as Extra Departmental employees is itself illegal. Since overwhelming part of the postal services are run by them, almost 90%, they should immediately be departmentalized/made integral part of the Department and paid all benefits admissible to regular employees. They indeed are the real Postal workforce in the country running largest and one of the most efficient Postal services in the world. It is unjust to consider them as class apart from the regular employees. Grant Status/Regularization as government servant to GDS employees as recommended by Justic Talwar and many Committees. The Hon’ble Supreme Court of India in its land mark judgement held that the Extra Departmental agents (now GDS) are holders of civil posts. **For promotion from GDSs to LGOs & MTSs age limit is 50 year and for promotion form GDSs to PA/SA is only 30 year age limit. Which is unfair and injustice to GDSs. Isn't it a discrimination, injustice, high-hundeness. Apart from postal department, other different departments of Centre and other States have also recruited permanent employee in rural areas and these rural employees given promotion along with special kind of facilities .Besides there are other facilities like rural area allowance, concession in merit to rural children , preference in promotion or jobs. The postal department has recruited no permanent employees in rural area. Like other departments, the postal department should also give opportunities of availing facilities and promotions to its rural employees so that the life standard of the GDSs may improve. Here his only fault is that he has served in rural area. Unfortunately, most of the facilities granted by the department to the departmental employees are denied to these low paid poor employees where as the duties, services, functions, risks and responsibilities of the GDS employees similar and equal to those of departmental employees. If we want to revive our rural postal services, The Government of India must make serious efforts. As per provisions in the Constitution, the rural people should also be provided with all some equal rights as urban people enjoy. Department of posts long time services to urban. now turn is rural .It is not possible to run a rural post office with a 1.5 inch screen.System of rural post office is ruined by opening multiple accounts of single person.
It is since ages that the old system of distribution of dak & banking in rural areas is still prevalent irrespective of the vast changes in life style and conditions of villages have taken place since long. Since I belong to rural area, I would like to high light a few problems that need to be rectified immediately. ****Firstly I would throw some light on the plight of people who are employed on part- time basis for work of under post office in villages and being paid a paltry sum of Rs. 10000- - 12000- p.m. It is only in name that they are part time workers of the department, but if we go through their daily routine carefully and compassionately, they have to traval 15 - 20 kms on bycycle through unmettled roads and in sun and rain, they have to perform their duties of full day. These circumstances sometime force some of the workers to hand over the dak to the school children of the concerned villages to deliver the dak which seldom finds its way to the concerned addressee. You will agree that the many villages where there are no other modes of communication such as telephones, fax, speed post, banking facilities the letters/rural post offices are the only source of communications and banking, may they contain any important/urgent message. You might be aware that the dak and Saving bank is seldom distributed full day daily. It is kept for two-three days and then it is distributed without having least concern for urgency of some of the letters and Saving bank. It is therefore, suggested that to inculcate the spirit of responsibility, the services may be regularized and some sort of incentive such as conveyance allowance etc. May be granted. ****Secondly I want to bring to kind notice the shortage of postal stationery such, as stemps, envelopes, savings bank forms etc. There is hardly any item of furniture where the employees can work efficiently. The shortage of stationery articles compels the rural people to come to towns for such petty work and such a lapse on the part of postal authorities forfeits the very purpose for the functioning of full day post offices in rural areas. ****Thirdly the late delivery of depositor payments is also needs serious attention because generally the depositor payments are deposit by poor peoples who cannot visit their homes so frequently and are posted at far off places and other other category which deserve our special attention is the poor villager whose kith and kin is always in waiting for their hard-earned money. The late delivery of money through money deposits may create many problems such as timely medical aid , fee, marriage or their wards and celebration of many ceremonies in time.
I may submit in nut - sheel that the rural people are at the mercy of the postal authorities whereas in the Cities, people enjoy so many modern facilities. I hope you will definitely look into the hardships being faced by the rural people as pointed above. It is therefore requested to the implement full day postal services in rural areas. thanking you in anticipation.

Athwa anya bankon ki tarah kiosk post-office (on license ) har gaon me sthapit kiya jana chahiye jo dak ka vitaran bhi karwayen . Ek visangati gds ke sambandh me yah dekhne me aarahi hai ki 13/14 hajarwali is noukri me rajya se bahar ke vyakti bhi gds bankar aarahe hain (nanga nahaye nichode kya) . Achcha ho ise sheeghra samapt karte huye po tahsil bheetar se lene ka niyam banaya jaye(pahle to vill po ke ashrit gaon me se hi liya jata tha). Isse gds karmchari ke aanejane w chhuti w makan kiraye ke kharch bachenge saath hi transfer aawednon me kami aayegi . Gds ka retirement age bhi 65 se 60 kiya jave taki sakriy kary me jyada kami Na aaye .kyonki in logon se banking w account kary liya jaraha hai(clerical Maintenance) shaikshik yogyata bhi 10th ke bajay 12 th kiya jave .
