I actually have really paid attention to Mathias coming out of Protestantism. There is a kind of a Christian Urban Legend among Charismatics that consecrating Mattias was a mistake. I even heard one Calvinist Cessionist suggest this too. The Theory is that the apostles consecrated Matthias in mistake, "if only they would have waited the Holy Spirit would have chosen saint Paul, as a saying goes.. Anyway, this viewpoint is really taken apart if you know anything about Church history, as well Biblical typologies. Matthias consecration has so much symbolism going on with it, in terms of fulfilling the ministry to the Jews and setting up the new covenant age. By they also say Matthias was a mistake because he the Bible mentions him only one time more, so they see that as implying that he didn't really do much significant and boy is that wrong. He disappears from the Bible, because he ventures beyond the Roman world into the Black Sea etc.

Excellent point. I've also heard the "urban legend" you referenced which, as you mentioned, is based on the assumption that his absence from the Acts narrative implies he didn't have a fruitful ministry. It also is based on the assumption that the Apostles were a static college of 12 which was meant to be a first century institution only. In reality, the office itself would quickly balloon to hundreds of bishops by the 2nd century. Thus, there is no competition between Paul or Matthias in their membership in that college.

49:37....I thought that in the Roman rite, it had to be a bishop who confirms. A priest can confirm, but that is only in an emergency or am I wrong on this point?

Ordinarily, yes - but when Baptized Christians are received (or are re-received) into the Church during the Easter Vigil, the priest can administer the Sacrament of Confirmation. From the Code of Canon Law:
The pastor has the faculty to administer the sacrament of confirmation at the Easter Vigil to baptized Catholics who, although baptized earlier, have not been reared in the Catholic Church, on the occasion of their reconciliation with the Catholic Church provided that such individuals have participated in the catechesis of the Rite of Christian Initiation of Adults or its diocesan-approved equivalent. (Canon 883.2)
