Permanent settlement was introduced by lord cornwallis in 1793 in bengal and bihar in permanent settlement the farmers had to pay the fix amount of revenue to the zamidars but the sums paid by them were fixed very high at the same time the zamidar had to pay the revenue even if the crop had failed other wise his land would be sold off
