You don't actually have the Dark Mission available for selection yet so he had to edit a fake one in to make the joke work. When you unlock the Dark Mission, if you've ignored every other GUN Soldier until that point, you'll have 1/35. That soldier is just impossible to save without the Heal Bazooka unlocked.
