is it possible to get the same effect with fabric? i don't live in a place where i could find crepe paper easily or cheaply

It will depend on the weight and stiffness of the fabric. Since this crepe paper is stiff but not heavy, it could hold the fringe while twirling. One option could be using fabric stiffener to help the fringe stay put and not droop.
