    June 2023 - NUJ Briefing - BBC local radio cuts
    The BBC’s plans
    Under the plans, most BBC Local Radio stations will share programmes after 2pm on weekdays and all weekend (apart from sports commentaries). Local Radio programming will be reduced from around 100 hours a week per radio station to 48 and, in some cases (where there are no sports fixtures to cover), just 40 hours a week. Only programmes from 6am to 2pm on weekdays will remain local. After 2pm on weekdays the afternoon/drivetime programmes will be shared between stations, reducing their ability to cover stories and local features and to have travel updates from their areas. These 2-6pm programmes will be shared between 2 or 3 stations. The afternoon programmes (formed out of 2 separate programmes - Afternoon and Drivetime) are where journalists round up the day’s news and provide essential truly local news, features and information.
    The NUJ asked journalists about the impact of local cuts.
    Below is insight into how changes will affect services.
    BBC Local Radio and the digitally excluded.
    Local radio is a lifeline to many. It’s the front door of the BBC, serving those who may be digitally excluded - elderly or disabled people living on their own who aren’t picking up a smartphone to access news apps - the very people the BBC has been told to serve better. It’s companionship you can’t get from a phone; it’s a friend who will keep you in touch and who will be there for you. Ofcom, in its report published in November 2022, said: “As it implements the Digital First strategy, the BBC must not lose sight of the importance of local content. This includes proposed changes to news and current affairs. We will scrutinise the BBC’s plans as they develop and assess their impact. That includes keeping a close eye on programme sharing between local radio stations, to ensure the sustained provision of high-quality local content, including local news.” Ofcom also said (November 2022): “The BBC needs to do more to reach and resonate with viewers and listeners on lower incomes, Ofcom has found in its annual report on the BBC’s performance.
    Our report finds that people in lower socio-economic groups - who account for almost a quarter of the UK population - are less engaged and less satisfied with the BBC. This audience watches, listens to, or browses BBC content - including news - less than the rest of the population.” These are exactly the people BBC Local Radio reaches - those who might not be accessing other BBC output. As many as 2.2 million BBC Local Radio listeners consume no other BBC radio, and, in the first quarter of 2022, the network was third in terms of reach of BBC networks after Radio 2 and Radio 4.
    Local Democracy
    There will be less chance for local MPs to talk to their constituents. Almost every day, BBC Local Radio audiences will hear from a local MP on an issue relevant to our audience. Losing experience and local knowledge. Most BBC Local Radio presenters have had to reapply for their own jobs - for fewer new presenter/producer roles. There is a danger that BBC Local Radio will haemorrhage experience, talent, and truly local knowledge. It seems that many of the presenters who are leaving are experienced and popular with local audiences. They are rooted in their patch, live and breathe their area and understand the issues facing the local audiences.
