The deer doesn’t want to meet the dogs. It’s quite possible they have a fawn hiding somewhere nearby and they’re keeping an eye on the dogs. I’ve experienced this same thing once and my daughter spotted the fawn laying down nearby. The doe actually bluff charged us.
