400 health at 15th lvl, and 70 attack speed at 20th give a lot to wk + you are't forced to max skeletons and max stun instead which makes wk stronger at lane
The curse gives you a ton of damage early on. Plus he now has a passive agha effect which means he turns in to a wraith for a few seconds before dying. This allows you to deal some extra damage AND if you dont have mana for ulti is also allows you to regen enough mana for ult. If you gain enough mana when in wraith form your ultimate triggers and you wont die. Same applies to if your ultimate comes off cooldown during wraith form. Lvl 1 spectral blade is literally 2x damage every time you trigger it and it doesnt actually have a cooldown in a normal sense so you can hit both of the enemy heroes at the same time and both will receive the spectral blade attack. Same applies to farming neutrals: You can hit every neutral creep in the stack and they all receive the spectral blade attack. Even his other facet "bone guard" seems utterly broken, because your ult now summons one extra skeleton each level. Having 2 skeletons instead of just 1 when your ulti triggers is so freaking good. Max it out on lvl 7 and thats _100_ damage to every nearby hero each time the skeletons attack. Heroes like CM or AA melt to the skeletons.

I think the reason why he bought the talisman is that he wanna lane and cs, thats the only reason that i could think of
Plus the evasion stat it gives is pretty nice vs WR who likes to harass with a lot of auto attacks
