No. Using counter sets can increase the CHANCE of counter triggering if they have an inherent counter passive such as Mort having to go through two 30% checks instead of one, but you cant double counter in 1 turn.
the riolet battle is so frustating imo, he needs a buff either an innate counter/lifesteal to his base kit, also undispellable evasion. Idc if its op he's an ml unit ffs, and it still gambling in the end, also unit like hwayong/benimaru exist anyway.

Besides, MAKen's changed s2 has highest counter priority if both versions are activated.
