I think they added a mod that gets rid of the "breathe and run fast" for people who were annoyed by it. Check to see if you have one of those special jobs from Delvin, where you go to a specific person in a city to help them. If so, you'll need to finish that first before Vex and Delvin offer you more side jobs.
