Why would the Chinese government care about a version of the game that is being released outside their country? They only care about censoring things for their own citizens. They couldn't care what the rest of the world thinks or does. More likely, it's to keep it from getting a higher rating from foreign rating boards like the ESRB and PEGI where you can face restrictions if your game is rated M instead of T. They also want the game to appeal to the largest audience possible, because the more people who play, the more likely it is they will spend money on it and the more money HoYo makes. And like someone pointed out, it's funny like this and fits the game's rather tongue-in-cheek humor.
