Devi is shakti or the divine feminine (not just sexually but as a force) that is often symbolized in different forms accompanying the different forms of the divine masculine (again, not just sexually but as the source without attribute or form, pure consciousness, god if you will) like Brahma and saraswati , or Vishnu and Lakshmi, Shiva and parvati.
