Most of the time more people are in their offices, and only a small number of people are on the floor. When there's a vote, bells ring in the office buildings, so that congress people know to go to the chamber to vote. The "speaker" was not the speaker at all - the right to chair the House rotates among members of the majority party and on this day it was Rep. Glenn Thompson, a Republican from Pennsylvania (my district, sadly). The "committee" was the Committee of the Whole House, which is where the House considers certain major policies. Representatives are supposed to vote by telling the clerk in the middle of the floor (the well of the House), but a few appeared not to.

Like how you saw Collins was presiding over the debate but switched with another Republican who you see in the clip getting battered by Hoyer, presided from thereon until the next switch. It’s just decorum to refer to whomever is presiding as “Mr/Madam Speaker” the actual Speaker doesn’t preside usually unless it’s a very big piece of legislation.

The Member objecting is Democrat Steny Hoyer from Maryland. He's been in The House since 1981 I believe. No, I believe they can't just reference the records as questions need to be addressed to the Member appointed for the proceedings for the day which is determined by the House Speaker for whichever Party is in control. The person advising the man at the desk in front of flag on the left side of your screen is the House Parliamentarian. This was during the 114th Congress and we're now in the 116th which is from 1/2/2019-to late December of 2020. The new 117th Congress will begin on 1/3, 1/4/2021. People in the background are making noises because they object to the procedure of the call.

-"promoting homosexuality" no, activists are promoting homosexual RIGHTS.
(for example they're not saying "be gay!", they're saying "accept that people are gay and give them the same rights!")
      - I've never heard of these "sensitivity classes", as a person who is still in school I can assure you that the closest I've gotten to that is a single page in a health booklet that explains what homosexuality and bisexuality is, and another page explaining what being transgender is, and even that wasn't until 6th grade
-"the truth" what is that referring to?

Just like if you do not follow a standard law, how you can fix up, "This is morality" or "This is honesty" or "dishonesty"? There must be standard law. And who can give you the law unless he is the greatest authority? So law changes according to different countries, climate, situation. So man-made law cannot give you standard morality, honesty or... It is not possible. Because one will think, "This is morality," another will think, "No, this is not morality." Same thing = "Keep to the left," "Keep to the right." Somebody says, " 'Keep to the left' is right," somebody says " 'Keep to the left,' it is wrong."
