Maybe Lucifer but even then he wouldn't want to, her doing the exterminations would also be the only thing that would cause them to want to harm heaven beyond a few dumbasses that would get killed easily. Plus the exterminations are the only reason the sinners got access to angelic steel, they wouldn't even be able to kill them in the first place
