All this Rigged Stuff is a bunch of Crap. The NHL runs it literally like a Pick 4 Ping Pong ball Lottery game. The NHL actually films the draft pick process which is different from the Lottery Draft TV production. Every Team is randomly assigned 4 number combinations pre ping pong ball drop. It is impossible for the NHL or any team to determine how the ping pong balls are going to draw. The process is witnessed by 3 journalists and representatives from 2 NHL teams.
