The reason for this drill is much darker than you think, they get all the kids in one spot so invade the building caves in or is plowed through they know where to look for survivors first
I've seriously seen teachers get so unreasonably angry over students taking their backpacks during emergency drills. To the point where some will pull them aside and yell at them about it during the drill. Sure I guess the single second it takes to grab a backpack is worth 5 minutes of berating, makes sense

In college, when we'd go over the syllabus in a room where there was a big outdoor window, I'd always ask the teacher, "Where do we go in case there's a tornado?" They'd all look at me dumbfounded and most would say, "No one's ever asked that before. I honestly don't know, even though I should."
The whole reason everyone takes shelter in the interior hallways is to put as many walls between them and the outside of the building which is to be destroyed first. And the reason they stay in that position is so if the walls were to collapse the walls would roll over their bodies hopefully preventing them from being crushed.
