Well the Philippines is high on english language proficiency because we're so obsessed with the west that we literally have "English" as a subject in our curriculum since 1st grade all the way to college/uni.
Not obsessed! It's a must because English along with Filipino/Tagalog is an official language. In business, most of the times English is the medium of communication. While in school, it would be more efficient to teach subjects like Mathematics, Sciences, and the likes in English as majority of the terms do not have corresponding Filipino word.
