For the Videl and Janemba thing, the difference is in how important those categories are. Janemba is on categories that need him for hard content, especially corrupted body and mind and movie bosses. Goddamn, is he needed for movie bosses

I believe Potara category characters should belong in the Fusion category as well. The characters like Gogeta should have the category "Fusion Dance."
There category in Legends named Fused Fighter with both Fusion and Potara
