The retaining clip that you said makes noise when it's worn is actually not true. Don't know how much yourl know about mechanics, the brake pad is holding on the disc because it's getting suck that is what causes that noise. You will remove the brake pad , take the edge off by filling it's abit and apply copper slip to the outer wings of the brake pad and assemble. That will stop the brake pad getting suck and slide back when you take your foot off the brake paddle.
No he is actually 100% correct that tab on the brake pad is a wear indicator and makes a high pitched noise/squeak against the brake disc when it reaches the lowest safety point of the pad. He is wasn't speaking about any retaining clip. The noise you explaining is the vibration squeal from either the brake tabs ends which are not sliding properly on the sliding hardware that is set in the caliper. Another option for brake noise is the brake slider pins are seized/stuck from hardened silicone grease/copper slip, etc. There is also the possibility of the pad and disk that hasn't bedded properly/worn in probably causing the surface of the disk to glaze and squeal when braking. But the tab on the brake pad is definitely a wear indicator.
