The problem wasn't identified and addressed. They're sticking the two dog houses to close together. The mother dog isn't "on strike", she's frightened and being attacked & chased away by the dominant female who is even more territorial due to have puppies.. It's more like violence in a prison yard because the inmates are too close together. They need bigger doghouses further apart where each litter of puppies can be looked after by their own mothers. Separate bowls, so they don't fight. Then neuter the mothers so no more puppes!
They're not "friends", in nature they'd be competitors for natural resources. They're not even a "pack" together, they're being forced to be together against their will.
while true, the regained trust in her owners will help with both dogs' confidence and reduce the fighting. the problem started when gum felt chased/attacked by the human owners and began avoiding them.

Spay and neuter her then. Also, Dogs tied on chains, continually giving birth and not being able to get away from them isn’t cute. Any mother wants time away from their off spring. A cat would climb high for a break, especially when the teeth are in. Also as part of the weaning process.

Los cachorros de San ya estan grandecitos y los puede ir destetando y los de Gum tambien. Si ya tienen dientes, tienen que comer alimento balanceado solido. Este señor tiene mas perros, vi uno amarillo atado por ahi. ¿ Porque tiene tantos perros y cachorros ? Seria bueno esterilizar a los adultos y que ya no tengan mas perritos. Ya esta bien, almacenar animales no es bueno, no se le puede dar a cada uno la atencion y cuidado que necesitan. Saludos KRITTER CLUB 🤗❤

The guardians need to make a fenced yard for all the dogs so they don't have to be chained. I think that's cruel and that's why Gum does not want to be caught. Also please spay and neuter your dogs.
I agree or at the very least take them out for walks. Who knows if she really was happy being chained up.
