That’s what the employees see and exactly what HR must deal with when selecting the survey questions to ask. The questions are of little importance; they really don’t matter without a process that cancels the filters. That’s the hard part.

That's a very good point. If middle management keeps them away from everyone - how do they even know what the rest of the company is thinking?
