@@rinn9534 To be fair, the city was under attack from a bunch of Nomus. People were distracted. It's exactly why Stain was active at that time. Everyone was so focused on the Nomus no one was prepared to deal with him. He probably sent it to a group chat but Todoroki is the only one who noticed. Plus he was Midoriyas best friend and he's very loyal to his friends. When you need help right now, Todoroki will drop everything to be there for you. Combined with his long range quirk that kept Stain at a distance (mostly) and overall strength he was the ideal choice.
He sent his location to all his contact which includes All Might, his mom, Iida(who was already there), ect.

That entire situation should’ve been chocked up to self-defense, if Iida, Deku, and Todoroki had held back even a little bit against stain or turned their back to him, they would’ve all died. They shouldn’t have been forced to keep quiet.
