No matter what he says his motivations are, watching Rhys throughout this storyline has been genuinely disturbing. The sheer cruelty and lack of empathy in his actions is honestly a scarily accurate depiction of a psychopath. I don't know if the writers intended to portray him as a psychopath but the ease in which he lies, manipulates, controls and uses people without remorse goes far beyond just being an ambitious and immature character.
