No,Cannon Dust have less than lv 20 cuz the human kill undyne.But in DTEG:FG sans basically kill NEARLY ALL the monsters in the underground and the human didnt even have a chance to lv up once

actually it can be 1 to 20 cause everything can happen in dusttale, maybe this timeline human found a way to kill monsters faster than murder so he would only have 1 lv, and in another timeline murder killed everyone then have 20 lv (temporary)
every time reset the human and murder sans' lv would drop to 1 and restart again, so it has many possibilities
