If the kelp doesnt float right away. Its because the pistons interrupt the water but the kelp growth returns it to a source block state. When the next kelp grows the previous kelp will float to the top again.

I used this farm - I’d recommend you extend the water sourceblock layer (where the observers look at) 1 more block or more, unless you have observers throughout the whole observer layer. Having observers every other layer will occassionally result in a 4 block high kelp in between observers that actually disrupt the water flow for collection.
If you want to ensure that the water stream never gets disrupted , Create that one block of sourcewater above the observer line like I said, and in that line place signs. Items go through signs but kelp blocks cannot grow in them. Only place signs on the vertical columns where there are no observers. For anyone wondering why it doesn't work as advertised: Since minecraft 1.21 pistons remove water source blocks when extended. Water source blocks are important for buoyancy, and if a source block is not present, the kelp will sink to the next source block. Having that said, in Java edition, Kelp will replace that very same source block when growing back. The tricky part being that kelp grows on average every 426 seconds, or every 7 minutes. Some before, some after. Items despawn after 5 minutes. Which means that you will lose a lot of kelp too despawning. There is also a 50/50 chance if the kelp drops or floats to begin with, meaning that half of the kelp you farm is guaranteed, the other half has a very slim chance. In conclusion, kelp farms work at anywhere inbetween 50-75% efficiency compared to 1.20.
I feel a good point to mention is Mending, the EXP will repair anything with mending, this is especially helpful for Silk Touch tools as you can not get EXP by mining with it.
This can eventually lead to an issue where the 2nd highest row of kelp grows to the top, creating an infinite water source. If you're building these farms and you have any quartz/redstone at all for 1-3 observers, then you should have enough, or be able to get enough, to finish it. If you skip every other observer, you *may* be able to get away with it, but again... 1 quartz and 2 redstone dust per observer. Pretty trivial at that stage.
Not sure I understand the reason for the gates. But I do have a question. If you double up on smokers with lever in between (double barrels and hoppers to feed in.) could you not theoretically double overall so gains?

I wanted you to extend it vertically but it seems that the kelp grows 1 block higher and stops right before the observer , preventing the observer to detect the kelp and collecting it . Does anyone have any idea how to fix it ?
Same, I can't figure out why, I could replace the bottom blocks with soul sand, but I'd rather avoid that to prevent lag, kelp is supposed to float just because, I don't see why it get's stuck, I ended up just switching to the second design.
Idk if this was already said but your item list is way off. I had the perfect amount of resources according to the list but I’ve been short on a few things, block, pistons, observers, fence gates. I’m super thankful for the design and the video, but please address that!

For anyone with kelp not floating issues, manually activate the pistons and waterlog them when they are extended.

I'm pretty sure that using 1 dispenser each floor or for the entire farm will save you a ton of materials

Kelp doesn't float because after one movement of all piston, the water flow is changing and is not on the center... something is wrong

The gates block the water from above, allowing the bottom flow to feed into the hopper.
Even soul sand won’t work. Any ideas on how to make the kelp float?
