I don't think that Shaq seems too aware of this because he starts counting several steps before the ball is gathered on the travel. The reason why a lot of these look like travels is because that's how the player is taking advantage of the rule. By waiting to pick up the dribble as it's coming up for the last time, they can take several steps. In several of the slow motion shots, watch them let the ball continue to rise and spin without touching it for the first several steps that Shaq counts. The foot on the ground as the ball finally stops in their hand after the last bounce (which you can usually tell because it stops spinning) is the gather step or step 0 and then they can take 2 steps following that one. See the official NBA rulebook, Rule 4 Section III and Rule 10 Section XIII. As much as it bugs me, a couple of the calls Shaq calls out here are not actually travels by the definition in the rule book. And even when they are, it's so hard to tell at full speed, that's it's easy to see why an official misses it.

This is why you’re allowed to take quick choppy steps to hesitate or stop your forward motion. You can take a million steps in between the ball hitting the floor as long as it’s not gathered.
