Missed opportunities. They could have added different MGS characters as non canon playable characters. Imagine playing as adult Solid Snake, Liquid Snake, Solidus, or Old Big Boss. Hell even The Boss, The Cobras, maybe even Grey Fox(MG2 version).

Majority of them are unlocked just as your base grows and others are unlocked by completing FOB missions and purchasing them (the FOB ones are new and are limited time)
