I was very excited to make a unit filler for dwarfs, but GW has removed incentive to have more than 3 rows. Additionally, they have made lines very good in certain places, which makes unit fillers impractical.
They are a useful tool to allow you to add more character to your unit. But also to fill out the unit, and a Dwarf could be on a 20-25mm base (depending on the game). And you make the unit filler a 40-50 mm base. So that would take the space of 4 dwarves. So allowing you to have a bigger unit, but not needing as many miniatures.

I just paint so don't game; do unit fillers class as figures IN a game? (Thinking mainly of WFB).

Dwarves are very resourceful. Whoever, you can create unit fillers in any style, shape, and size for your own Regiments.
