It depends on what saint you are using. Saints have S-class Atk/C.Atk such as Milo DC, Aphrodite, Saga... etc with base P.Atk ~2k8 - 3k wil benefit from percent. On the other hand, Saints have base P.Atk/C.Atk around 2k2 - 2k5 like Thanatos, Shijima... better choose stat number over percent.
