i don't know if other countries in asia have it, but places like Taiwan, China, Korea, etc.. all have noodles like that, it's not raw, it's actually just cooked ramen noodles fried with added pepper seasoning... I don't know if other countries do this too, but in my country it is super common (Taiwan)
