Foreigners must have a Vietnamese drivers license to drive a moto, and also have insurance for the moto, if not you will be liable for any accidents -your fault or not. Also, Vietnam is an extremely dangerous country to travel in and you should have your own insurance that pays IMMEDIATELY or immediate access to $5,000. You will only be received by a hospital, but no live saving care given if they do not have payment or down-payment first. Also need vaccinations for typhoid, hepatitis etc here.
Vietnam joined the Vienna Convention in 2014. IDP driver's licenses are valid in its territory. Insurance is really important as well as immunizations. Thank you
