Got the code in my wife’s 2-07 Subaru legacy. It was basically the cat converter because the sensor was giving me the error from the rear or down stream sensor. It reported the cat was not getting up to temp. Went to eBay. Got a new forward cat for 80 bucks (minus all the shielding which isn’t needed as the cat sits so close to the engine it stays warm) and purchased two new sensors for good measure on Amazon for 30 bucks. All said, i was down 120 bucks in parts with tax and shipping and then labor to put it in. Installed and runs great no more errors. If you are seeing 1300 bucks I’m assuming you are charging 2-300 in labor per hr cause it takes literally 1hr to 2 hrs to replace if bolts all come off clean.
Well I had that problem for over a year. Light come on then go off for a while. and this spring I took a chance and cleaned my Mass air flow sensor. An 300 miles later still no check engine light. and I believe my problem is solved.

Spacers don’t work either. But I have noticed the upstream O2 sensor is around 2 volts when idle. Is that normal?
Just purchased a 2014 outback and within 24hrs got this code. Does the brake light and cruise control lights blink as well as the check engine light being on? Because that's what mine is doing and I'm freaking out.
So what was the problem for you ?. I just bought one yesterday and I’m in CA .it passed smog test and then a day later ,I got the same code . So pissed off ,
@edashton1662 I'm not entirely sure, I got the car about 8 months ago and it's been running great with no lights on, I got a 2004 wrx STI with a full catless exhaust system. It feels pretty smooth and runs great even with the CEL on, I drove it from Denver to Idaho springs CO yesterday it's like a 40 minute drive It's worth mentioning I pumped some gas up in the mountains, also I didn't do any pulls or anything I was simply coasting at 3k RPM when the cel popped up, the cruise control also started flashing ( I have a detachable steering wheel ) the car feels great I just don't know what this dam code is all about
Make sure your spark plugs are new, air filter and mass airflow sensor are clean. No vaccuum leaks, etc. Make sure your exhaust pipe isn't crimped or crushed. There is also another check you can do. You can purchase a not very expensive gauge that screws into the O2 sensor port ahead of the cat and it will tell you if you have an exhaust blockage.

Sounds crazy but make sure your gas cap is closed and the seal is good. If not you will get a few codes.

It is very important with the P0240 code to ensure all systems are working well before replacing that cats. Good job!

just replaced my sensors and mass airflow sensor less than a few months before these codes as i used to get my 02 sensors on a code

you can send a camera down the second one and inspect it? Just saying ?
I changed my O2 sensors. CEL still comes on :(
