Putin is a passionate man. It's possible he uses nukes in a moment of desperation. But he's also a tactician, and he'll play this game as far as he can, even when he's losing. He won't *concede*, and a nuclear strike now is like throwing away your queen for a low-level piece: it's a surrender. It's not impossible, but Putin knows he'll lose everything if he uses nukes. He's far more cunning than that anyways. He'd sooner use chemical weapons, which would probably be less controversial and fly under the radar, while he loudly bangs his big nuclear stick.
