Because AI models are just outputting words from memory in a partially random process, and that memory is plagiarised from 1000s of online sources. The rick roll url, more than most urls, is very commonly found online. It's only a matter of probability before a language model outputs the url in any conversation vaguely relevant to the rickroll or someone who might post a rick roll.
