Watchdog man actually has a solid theory about him being a monster we see several costume monsters ( people who fuse with thier costumes and become monsters ) like pheonix man who gain the abilitys of what ever costume they are fused with but most noticeably some monsters had the mindset of the costume as if it took over their body so people are saying the reason watch dog man is gaurding his city and his city alone is because he is waiting for his master who obviously could be related to god and seeing as how all S class died acept him ( he stayed in his city and somehow wasnt affected by the radiation also not a single bit of property was damaged in his city during the war arc ) is because hes a future villain and will betray everyone at some point
