The world of OPM states that if someone's desire, will, or effort is great enough, they'll gain power. That power goes for monsters or heroes. The only real differences are appearance and motivation. For a little bit, they tried to convince us that monsters lost that "humanity" factor, but since then, we've seen monsters become good, and heroes or "humans with powers" become bad.

Years ago when reading the manga I always had the theory that Saitama had become a "Monster", specifically because of the in-universe explanation that some Monsters are just humans that evolved through an obsession with something, like the crab in the first episode or a certain individual later on in the webcomic.
I had the theory that Saitama had become so obsessed with becoming the strongest hero that he had evolved to become a Monster that fit with that obsession.

I think the biggest difference between monsters and superhumans is obsessions. Most monsters turn out the way they are because they grow addicted to something to a negative and self-destructive level. Pig God is a great example, his gluttony should have turned him into a monster similar to Gums, but because he values human lives and prioritises them, he didn't turn.

The difference between humans and monsters is that humans have limiters, monsters dont (at least that's what I remember being explicitly said in the manga). However, Saitama is a special case since he doesn't have them anymore. This is why Garou becomes a monster, because he goes past his limiters when others don't.
